ICAO OBSTACLE CLEARANCE PANEL OPENS IN MONTREAL 13 September 2004. Today the International Civil Aviation Organisation opened the Obstacle Clearance Panel (OCP) in Montreal, Canada, with Wx Systems Training Director Beat Zimmermann attending by invitation of the Member for the Netherlands. The OCP makes critical decisions that affect the interpretation of the ICAO Document 8168 PANS OPS, the core "bible" used by procedures designers worldwide. |
